

On December 11, 2025, a telephone conversation took place between the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov and the President of the Republic of Azerbaijan Ilham Aliyev.
After exchanging warm greetings, the National Leader of the Turkmen People and the President of the Republic of Azerbaijan noted with satisfaction the current high level of interstate relations.
Having warmly congratulated the Chairman of the Halk Maslahaty of Turkmenistan, as well as President Serdar Berdimuhamedov and the entire Turkmen people on the 30th anniversary of Turkmenistan's permanent neutrality, the President of the Republic of Azerbaijan praised Turkmenistan's peacekeeping foreign policy, based on positive neutrality, and, taking this opportunity, asked that warm greetings and best wishes be conveyed to the head of the Turkmen state.
Noting that Vice President of the Heydar Aliyev Foundation, Leyla Aliyeva, attended the International Conference “The Role of Women in Modern Society: Developing International Cooperation to Achieve the Sustainable Development Goals” held in the Avaza National Tourist Zone on the eve of the Day of Neutrality, and that a Memorandum of Understanding was signed between the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov and the Heydar Aliyev Foundation within the framework of this forum, President Ilham Aliyev expressed gratitude to the National Leader of the Turkmen people for the support provided in establishing close cooperation between the two foundations.
Expressing gratitude for the congratulations on the 30th anniversary of Turkmenistan's permanent neutrality, the National Leader of the Turkmen people emphasized that the Republic of Azerbaijan played a key role at all stages of the international recognition of this legal status for Turkmenistan.
As noted, the participation of the Azerbaijani delegation, led by Vice President of the Heydar Aliyev Foundation Leyla Aliyeva, in the international conference held in Avaza was a clear demonstration of the shared desire of Turkmenistan and the Republic of Azerbaijan to closely cooperate in various fields.
The Chairman of the Halk Maslahaty of Turkmenistan also noted that the participation of Azerbaijani Prime Minister Ali Asadov in the celebrations marking the 30th anniversary of Turkmenistan's permanent neutrality was perceived as a sign of the high respect shown to Turkmenistan and the Turkmen people, as well as a symbol of friendship, brotherhood, and good-neighborly relations, as well as a commitment to further strengthening peace, stability, and trust.
Emphasizing that Azerbaijani-Turkmen friendly relations have their roots deep in history, President Ilham Aliyev particularly noted the significant personal contribution of the National Leader of the Turkmen People and President Serdar Berdimuhamedov to their dynamic development.
In this regard, the head of the friendly state expressed confidence that the traditionally good-neighborly relations between the two countries will continue to yield positive results, and confirmed that Azerbaijan is always ready to develop and strengthen the established fruitful cooperation with Turkmenistan.
The Chairman of the Halk Maslahaty of Turkmenistan noted that the Turkmen people have a saying: “Toý bilen ýas bile gelermiş” and emphasized that tomorrow the Azerbaijani people commemorate their national leader and founder of the modern Azerbaijani state, Heydar Aliyev.
At the end of the conversation, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of the Republic of Azerbaijan Ilham Aliyev exchanged wishes for good health and success in their government activities.
